• Khmer Smm will only be used to promote your YouTube, Facebook, TikTok, Instagram, Twitter/X, Telegram, Pinterest, or other social media accounts to help boost your visibility and engagement.


• We DO NOT guarantee that new followers will engage with your content. We guarantee only the delivery of the followers, likes, views, or other metrics you purchase.


• While we strive for accuracy, we DO NOT guarantee that all accounts used to deliver services will have a profile picture, complete bio, or uploaded content. We aim for the best quality reasonably possible.


• You are prohibited from uploading or submitting any content, link, or target URL to Khmer Smm that is deemed inappropriate or that violates the community guidelines of YouTube, Facebook, TikTok, Instagram, Twitter/X, Telegram, Pinterest, SoundCloud, or any other social media platform.


• Orders for accounts with 100k+ followers or likes prior to placing an order with us will not be covered by refill protection. This includes cases where the followers/likes/views drop. We cannot guarantee coverage for such accounts.



Prohibited Use of Services

You expressly agree NOT to use Khmer Smm to promote, boost, grow, or facilitate any of the following:

• (a) Financial fraud of any kind, including investment scams, "pig butchering" (sha zhu pan) schemes, Ponzi schemes, fake trading platforms, fake brokers, or any deceptive financial promotion.
• (b) Romance scams, dating fraud, or impersonation profiles designed to deceive others into sending money or sharing private information.
• (c) Phishing websites, fake e-commerce stores, fake delivery services, or any fraudulent service offering.
• (d) Money laundering, terrorism financing, sanctions evasion, or any activity prohibited under OFAC, UN, EU, UK, or other applicable sanctions regimes.
• (e) Content that exploits, sexualizes, or endangers minors in any form (CSAM).
• (f) Hate speech, incitement to violence, terrorist propaganda, or violent extremist content.
• (g) Sale or promotion of illegal drugs, weapons, stolen credentials, malware, ransomware, or any unlawful goods or services.
• (h) Election interference, coordinated disinformation campaigns, or any form of coordinated inauthentic behavior targeting electoral or governmental processes.
• (i) Impersonation of public officials, law enforcement, financial institutions, banks, government agencies, or any verified entity.
• (j) "Job scam" or "task scam" schemes (e.g., pages or channels recruiting victims to perform fake paid tasks in exchange for upfront deposits).
• (k) Any activity prohibited under the laws of the Kingdom of Cambodia, including the Law on Anti-Money Laundering and Combating the Financing of Terrorism, the Law on Combating Cybercrime, or applicable laws of the customer's country of residence.

Consequences of Violation: Any violation, suspected violation, or pattern of suspicious activity will result in immediate and permanent account termination, forfeiture of remaining balance, cancellation of all pending orders without refund, and where required by law, reporting to relevant authorities.




Khmer Smm reserves the absolute right, at its sole discretion and without prior notice, to refuse, suspend, cancel, or terminate any order or account where there is reasonable suspicion of misuse, abuse, fraud, or violation of these Terms — without obligation to provide justification and without refund.

• Refunds are not allowed for orders placed on Khmer Smm. All orders are final, so please review your order details carefully before submission.

• If you experience issues with a service, please contact our support team for resolution rather than requesting a refund. Where appropriate, support may issue service credit (not cash refund) at its discretion.

• Any disputes, reversals, or chargebacks initiated without valid reason or without first contacting our support team will result in immediate termination of the account and may result in permanent banning of associated identifiers (email, IP, payment wallet).

• Cryptocurrency payments (Binance USDT — TRC20 / BEP20) are non-reversible by the nature of blockchain technology and cannot be refunded under any circumstances once the transaction is confirmed on-chain.

• KHQR / Bakong payments, once settled by the participating bank, are non-reversible and cannot be refunded.

• Accounts terminated for violation of our Prohibited Use policy (see Services section) will forfeit any remaining balance, pending orders, and undelivered services, and are not eligible for any refund, credit, or compensation.

Information We Collect

• Account information: email address, username, password (stored as a cryptographic hash).

• Transaction records: order details, target URL/handle, amount, payment method (KHQR transaction reference or USDT wallet address and transaction hash), timestamp.

• Technical data: IP address, user agent string, device fingerprint, browser language, session and access logs.

• Communication: support tickets, messages, and any documents you voluntarily provide.

Data Retention

• We retain account data, transaction records, and access logs for a minimum of five (5) years from the date of last account activity, in line with anti-money laundering and cybercrime obligations applicable in the Kingdom of Cambodia. Some data may be retained longer where required by law or by an active legal hold.

Disclosure to Law Enforcement

• Khmer Smm will cooperate with valid legal requests from authorized law enforcement and regulatory agencies, including the General Commissariat of National Police, the Anti-Cybercrime Department of the Ministry of Interior of Cambodia, the National Bank of Cambodia (NBC), the Anti-Corruption Unit (ACU), and recognized international counterparts acting through proper channels (mutual legal assistance treaties, INTERPOL, etc.).

• Upon receipt of a lawful order, subpoena, court request, or equivalent legal instrument, we may disclose user account information, IP addresses, transaction history, communication logs, and other relevant data without prior notice to the user where notice is not legally required or where notice would impede an investigation.

• We do not voluntarily share user data with private third parties, advertisers, or data brokers.

Indemnification

• You agree to indemnify, defend, and hold harmless Khmer Smm, its operators, employees, affiliates, suppliers, and service providers from and against any and all claims, demands, damages, liabilities, costs, and legal fees (including reasonable attorney fees) arising from or related to:

  • (a) your use or misuse of our services;
  • (b) your violation of these Terms;
  • (c) your violation of any third-party right, including intellectual property, privacy, publicity, or contractual rights;
  • (d) your violation of any applicable law, regulation, or sanctions regime;
  • (e) any content, URL, or target you submit, upload, or promote through our services.

Limitation of Liability

• To the maximum extent permitted by applicable law, Khmer Smm's total cumulative liability to any user for any claim arising out of or related to these Terms or use of our services shall not exceed the total amount the user has paid to Khmer Smm in the six (6) months immediately preceding the event giving rise to the claim.

• Khmer Smm shall not be liable for any indirect, incidental, special, consequential, exemplary, or punitive damages, including but not limited to loss of profits, revenue, goodwill, data, or business opportunity, even if advised of the possibility of such damages.

Governing Law

• These Terms are governed by and construed in accordance with the laws of the Kingdom of Cambodia, without regard to conflict-of-laws principles. Any dispute arising out of or related to these Terms shall be submitted to the competent courts of Phnom Penh, unless otherwise required by mandatory law.

• Social media platforms may detect, remove, or penalize artificial engagement at their sole discretion. Khmer Smm bears no responsibility for any platform action taken against your account, page, or content as a result of using our services.
